The usual drupal.org project link "Version control" ( https://www.drupal.org/project/change_author_action/git-instructions → ) says:
Empty Repository
No code is available for Change author action. File an issue or contact a maintainer if you have questions.
I guessed it to be:
git clone https://git.drupal.org/project/change_author_action.git
which does work.
I do not know if this requires action...

I noticed some weird behaviour specific for this module too, not sure why, but above link works
