update permissions on specific State not working

Problem/Motivation

Trying to override the update permissions on specific State of the workflow, but it's not working anymore

Steps to reproduce

- Create 2 states (Submitted, Returned to submitter)
- Allow editing only if the state is "Returned" set "Override default submission update access at submission workflow state..etc"
- Save and try to edit the submission you will get an access denied

Proposed resolution

When I tried to edit the "Advanced" tab on the workflow element the YML code doesn't have the configuration reflected I think the issue is here

Note that I reverted the module to alpha2 and it's working fine
