Only hide facets when there is no active selection in above limit elements.

It is inconvenient in a lot of use case when selected facet is hidden by soft limit. It is more logical that in this case the list is open.

The code was not drupal 10 ready because of the way how the .once() method was used. I fixed this in this patch.
