Update drush command declaration with regard to options

Problem/Motivation

Passing a value to any of the options for the `voting:generate` drush command will fail. The method's declaration needs updating with regard to options.

Steps to reproduce

$ drush voting:generate node --age=18


  The "--age" option does not accept a value.

Proposed resolution

Update the declaration.
