Album Visibility issue- Updating the visibility permissions of an album(be it a site album or a group album), the updated visibility permissions for the album does not work

Problem/Motivation

When the visibility permissions of an album(be it site album or group album) is updated, the updated visibility permissions does not have any effect. If an album has visibility settings set as "Public" and the user edits the album to change the visibility settings to "Community". Still the album is displayed to anonymous users.

Steps to reproduce

1. Create an album with Visibility settings set to “Public”.

2. Edit the album and update the Visibility settings to “Community”.

3.When you open the home page for anonymous user, the album is still displayed. This behavior is wrong as the album’s visibility settings has been updated to "Community" and only logged in users should be able to view the album.

    this problem seems to persist
    and even by publishing a new album in a group with "community" visibility it is visible to everyone in the "explore" view
