Configure / Close elements are not accessible

Problem/Motivation

The configure element in the layout builder toolbar seems to be an unfocusable <div> element. This element is inaccessible to keyboard users.

The same can be said for the close element.

Proposed resolution

Perhaps we could use a semantic <button> element instead with the proper aria markup for these elements?

Remaining tasks

Discuss proposed resolution, figure out if the DOM is able to be fixed, or if we need to expand scope.
