Ability to extend this module to blocks when added via layout builder

Problem/Motivation

When creating blocks, I want the blocks to have this title link as well when added via layout builder

Steps to reproduce

Create block. and add the blocks in the layout builder.

Proposed resolution

Show block title link settings as well in the block when added via layout builder
