Apple PayShipping Info is not displayed first time or pushed to Google Pay

When a New User or Anonymous user first adds a product to the cart, when they display the cart, no shipping information is displayed.
You can only get shipping information if you progress with checkout until Order Information , Order Summary page.
Then when you return to the cart shipping information is displayed.

This means that the first time a user sees their Cart they can checkout and not have to pay shipping fees.

Google pay even shows the shipping fee in it's dialogue but the total has not taken this into account as the total is taken from the Cart Total not Google Pay form.
