I've tested this problem in Drupal 9.5.x. I couldn't replicate the issue.
The logos are displaying correctly in the mobile view.
Please refer to the attached screenshot for verification.
I have followed below steps:-
1. Installed the Bootstrap base theme.
2. Installed the Bromo theme and set it as the default theme.
3. Checked and verified the logo in mobile view.
