Google Tag Manager creates files with file permissions that prevent update.php to proceed

Problem/Motivation

I have two files in with -rw-rw-r-- permissions. When I run update.php I get "ResponseText: Drupal\Core\File\Exception\FileException: Failed to unlink file 'public://google_tag/main_gtm/google_tag.script.js'. in Drupal\Core\File\FileSystem->delete() (line 327 of /var/www/html/web/core/lib/Drupal/Core/File/FileSystem.php)."
