Submenu are not shown on Frontend

1) Install "TopPlus Lite" and set as default.
2) Go to homepage and check menu
3) submenu are not working.

Verified the patch#7 on 9.5.8 and submenus are now showing. Added screenshot for reference , RTBC++.
