Problem/Motivation

Trying to visit a config page without Toolbar enabled causes WSOD.

Steps to reproduce

1. Install site with minimal profile
2. Enable config_enforce
3. Visit any config page (eg. /admin/config/system/site-information)

Proposed resolution

Just add Toolbar as a dependency.
