Fresh install of D9.3. Clicking on Settings gives me a WSOD with some content:

Just came across the same fatal error once more after I hadn't bothered any longer with the last project. This time it needed to be solved.
Turned out to be a permission problem. The css/test.css file could not be accessed. Switching from 755 to 757 solved the issue for me. This applies to all Ordasoft themes btw.
