Other feature areas in the Commerce ecosystem consolidate their settings menu items beneath an intermediate page in the Commerce > Configuration menu. I understand Commerce License itself has just a single "License type" menu item, but other modules like Commerce File in its ecosystem also have settings forms that have nowhere to go ... we end up with these single menu items cluttering the Configuration menu.
Let's add the intermediate settings page in Commerce License and I'll create a ticket in Commerce File for its menu item to be moved to it as well.
