In order to make use of the confirmation modal, we must add a link template to the License entity's annotation. Guessing it should just be:
/admin/commerce/licenses/{commerce_license}/{field_name}/{transition_id}

Patch adds state-transition-form link to the entity annotation. It also cleans up the base field definition, which had duplicate, conflicting display configurations for the 'view' display context.
