Allow adding whktmltopdf commandline options (like --enable-local-file-access)

Since 0.12.6, wkhtmltopdf needs the --enable-local-file-access not only to access local files, but also to access localhost urls.

Use wkhtmltopdf on localhost.

Add a "command line options" setting.
