New branch for hal module dependency

Problem/Motivation

In 📌 Remove HAL module from core and create a contrib project for it Fixed , the core hal module was marked deprecated and will be removed in D10 in favor of the new contrib project https://www.drupal.org/project/hal →

Since this module depends on the core hal module, it needs to be refactored to depend on the new contrib project.

Although - if hal will not be in core, is there some other way to approach what hal was responsible for that is still supported by core?
