PDF Content getting doubly-utf8 encoded with mPDF

Problem/Motivation

When using mPDF generator + the Drupal printable module, special characters are getting doubly utf8 encoded.

Steps to reproduce

Install drupal/printable version 2.1.1, mpdf library (v8.1.1) and this module. mPDF formatted PDFs show special characters incorrectly (e.g. 

รขย€ยœPr

instead of a quote mark)

Proposed resolution

For me, removing the call to utf8_encode in the MpdfGenerator class fixes this issue, but I'm not sure if there's more work that needs to be done to make that fix robust across platforms and versions?
