Update Drupal\Tests\language\Functional\LanguageSwitchingTest to use Starterkit

Problem/Motivation

While working on #3275530: Language Tests should not rely on Classy → , it was decided that Stark would not be a good default theme for Drupal\Tests\language\Functional\LanguageSwitchingTest. That test makes assertion ABOUT classes, not simply USING classes. Those classes don't get added by Stark.

Proposed resolution

Change the default theme to Starterkit once it is stable.

Make Starterkit stable.
