Cannot delete voting types

I would think you would have to first delete all Votes of that type first, before deleting the type itself.

Also you may be using some dependency module. Like Rate →

This is something that is fundamental in Drupal core - you can't delete the type if you have any entities of the type in the database. That goes for all entity types and has nothing specifically to do with the votingapi.
