The l10n_drupal_rest connector module purges Fastly after l10n_packager_release_package() in l10n_drupal_rest_l10n_packager_done(). It delegates to drupalorg_crosssite for that.
There is a WIP to port drupalorg_crosssite to D9 so we might need to check if the implementation has changed after the port.
Change the drupalorg_crosssite_fastly_purge_url() by the newer vendor agnostic one drupalorg_crosssite_purge_url()
