Presumably the tests did break. The team working on this module had to battle against the changes occurring in Core during 2022 as shown in #3294389: Fix fails in HEAD → . In that issue, the Aggregator tests were modified to remove unrelated module and entity checks in the migrate_drupal_ui. Thanks to that team's hard work the 2.x branch is currently passing its tests. As a result, this issue is no longer relevant and I am marking it as a duplicate of the other issue.
