Force HTTPS for ACS and SLS

Problem/Motivation

I have an instance where docker is forced on port 80 with SSL termination in a different layer. Because of this, Drupal doesn't respond that the site is using HTTPS so the ACS and SLS reports 'http://' in the metadata.

Proposed resolution

The change I propose is adding a variable to the config 'sp_force_https', which adds the option of adding 'https = true' to the Url::fromRoute() function options inside of the static function reformatConfig().
