Looks like this was resolved in the latest release. All the lines from the provided patch have been added to the latest release.
If there are no taxonomy terms available, the field widget is kind of broken. The widget presents the field label and a button to "Add Another" if configured for unlimited.
It's also impossible to clear the field if a previous option was selected.
Configure the field widget for a term reference field
delete all terms in the allowed vocabularies
View the edit form.
Display a disabled select list or hide the field entirely.
