Olivero: Search toggle button doesn't work on click in Safari without JavaScript

Problem/Motivation

Follow-up issue to #3269716: Olivero: Search is unusable in desktop Safari (at wide widths) β†’

In chrome and firefox, clicking the search button in the navigation (when JavaScript is disabled) brings focus into the search wrapper, and CSS styles use :focus-within to open the search bar. Safari, however, does not delegate focus to buttons on click. We need to either find a way to make safari open the search on click, or pare back the functionality of that button to a link to /search.

    Confirmed this is still an issue on 11.x, clicking the search button with javascript disabled on Chrome or Firefox still opens the search box (although focus isn't moved into the textfield).

    On Safari, the search button does nothing.
