Implement configurable max weight per package

This was requested in Slack. Creating this issue to track any patches and progress.

Currently the module doesn't have a way to set max weight per package. It's set to 10000 manually in the code to avoid any max weight limitations. Ideally, this would be configurable per package type.

The client that I built this for doesn't need this functionality as they ship unusally light weight items. However, I'm happy to review any patches submitted to implement this or discuss implementing this as sponsored work.

I included modified changes of the code listed in comment #3 in my patch added to ✨ Improve Packer class Needs review .
They were added to my patch because the code changes here and there are in the same code.
