Is there any update on this? We are expressing a similar issue with field group tabs dedicated to content filled in through EVA. An empty tab with no content is presented when the view is not returning anything.
1 - Create a field group, for example "tabs"
2 - Create several elements as "tab". Make sure "Display element also when empty" is unchecked
3 - Some elements contain a field, others an EVA (Entity View Attachment)
4 - The "tab" group containing an empty field does not appear. However, all the tabs containing an EVA appear even if those views are empty

It is not that serious but, ergonomically, it forces viewers to click on each tab to see if there is content in it.
