Add option/setting to change "Submitted" formatter date format

Problem/Motivation

Currently the submitted formatter always uses the default date format 'medium'. However sites may wish to customise it.

Proposed resolution

We should allow the date format to be configured as a formatter setting.

Original Problem/Motivation

Currently, the only option that looks nice is the one that says "Submitted by ___ on ___". (The Authored by setting display option has two fields that are hard to style correctly). Still, there's no nice way to change "Submitted by" to "Created by" or something else. Same with changing the date format. It seems like overkill to create a new template just to change a single word.

I think this would be pretty useful, as nodes are not always a type where the word "submitted" makes the most sense.

Maintainer response: The submitted formatter aims to duplicate exactly what Drupal Core does. Core doesn't have settings for the words - you would have to edit the template, so this module does the same. Hopefully if we keep it simple like that, the formatter might one day be included in Core.

    The submitted formatter aims to duplicate exactly what Drupal Core does. Core doesn't have settings, you would have to edit the template, so this module does the same. Hopefully if we keep it simple like that, the formatter might one day be included in Core.

    The advantage of using this module is that now anyone is free to write different formatters that have as many options as desired. There's lots of discussion of possible solutions in some of the related Drupal Core issues. Ideally it would be possible in Manage Display settings of any entity/bundle to rearrange the fields with configurable words inserted between.
