Allow users to set GitLab Commit email

Problem/Motivation

For the time being users do not have access to the GitLab Edit Profile section.

On of the options that (should) be in that area is the "Commit email dropdown" which allows a user to select what address will be used when Gitlab makes a commit on behalf of the user (such as closing a merge request.)

Currently it appears accounts are using the default D.O. no reply address for merge requests and similar. This causes merge requests and similar to not match what may be used when a maintainer commits directly.

Steps to reproduce

Create a merge request and merge it to any branch. Note that it uses the no-reply D.O. address.

Proposed resolution

Since we already sync over valid emails we should also sync the primary address to be used for the commit email address (and really any other non-configurable addresses.)
