Add full integration for Rules module

When using a Rules action to send an email, what key/sub-type to specify so policies or twig templates can be configured in use case where multiple HTML email templates are needed for multiple different rules?

Currently, to send messages in HTML, the Rules module requires the Mime Mail module. An integration between Rules and Drupal Symfony Mailer would be welcome:

It says "a contributed module such as Mime Mail". However it should also work with this module
