No Authenticated user role in the list of roles

Problem/Motivation

The Authenticated user role is excluded.

Proposed resolution

Do not exclude the Authenticated user role.

A case

Now, if I want to allow to use some blocks to all Authenticated users, I need to set rules for each role.
If we return Authenticated user role to the list, will need only set generic rules to that role.

    I've created an MR for this. My use case is that I've opened up Layout Builder to certain Group roles. These have no equivalent in the site-wide roles so enabled this module removes all access to them. By enabling the authenticated role, it provides default restrictions which are useable by group users.
