Field groups are added to the scheduled transitions add form

Problem/Motivation

I have a content type that uses field groups (provided by the Field Group → module) in its (default) form display. It now appears that these field groups are also added to the scheduled transitions add form.

Steps to reproduce

1. Install the field_group module
2. Add a field group to the default form display for a content type that has scheduled transitions enabled
3. Visit the scheduled transitions page for a node of that content type and and add a scheduled transitions
4. In a form alter you can see that the field group was added to the form (and nested field groups may even appear according to #3098550: Nested groups render on other entity forms (or when fields are inaccessible) when they shouldn't → )

Proposed resolution
