popper.min.js can not be downloaded anymore. There is no popper.min.js to find in the follow-up project, not even in the old releases.
popper.min.js is now part of Drupal core and can be found here:
/core/assets/vendor/popperjs/popper.min.js
But we need a patch for the Barrio theme to get rid of the error message after new installations of Barrio theme.
Can this line in bootstrap_barrio.libraries.yml
/libraries/popper.js/dist/umd/popper.min.js: { weight: -49 }
be removed or replaced with the correct path of core popper.min.js ?

@hatuhay please re-open this issue. The fix provided actually was wrong and worked only for a few weeks, as popperjs has been deprecated in Drupal 9.5 📌 Deprecate popperjs Fixed and removed from Drupal 10 in September 2022 → .
Include @popperjs/core directly in the theme and
SASS subtheme starter kit →
via package.json and replace the dependency on core/popperjs by the local asset.
