Problem/Motivation

During configuration import, the error:
You have requested a non-existent service 'book.manager'
can be thrown.

BookTreeMenuServiceProvider alters the service container and replaces its class in place of book.manager. However, depending on which module gets enabled first, this will throw an error.

Steps to reproduce

Re-install Drupal fresh on a site with existing configuration then import config.

Proposed resolution

Add the core book module as a dependency.
