Regular blocks WYSIWYG tokens not transformed?

I am using 8.x-1.0-alpha13 and Drupal core 9.3.2. After migrating from Drupal 7 to Drupal 9. All of the WYSIWYG embedded image tokens were transformed in Ckeditor, but not inside blocks? It is strange but I am also migrating Drual 7 Bean blocks to regular block using bean_migrate, and the Bean block WYSIWYG tokens successfully were transformed.

I am using this in settings.php

$settings['media_migration_embed_token_transform_destination_filter_plugin'] = 'media_embed';
$settings['media_migration_embed_media_reference_method'] = 'uuid';
