Configure minimum/maximum on price field

Describe your bug or feature request.

When setting a custom price field, a contributor can configure whether positive or both postive and negative prices can be inputed. In some cases a contributor may need to setup more defined boundries of minimum and maximum values allowed, for example when collecting prices to send through an API.

    I am not sure this is the right way to do it, to propose another field widget to solve this requirement. They will basically do the same thing in a slightly different way, why not merge them together?
    Could you please also propose an interdiff file when you suggest changes so that we can clearly see what are your additions please?

    I rerolled my initial patch against 8.x-2.37.
