Layout entity edit operation links should rely on the edit operation access

Problem/Motivation

Currently the edit operation link, under /admin/structure/layouts, rely on the "manage display" permission.
Although it can be good for many situations, there can be others where the user has permission to edit the layout but not to manage the display of the entity (for example when adding custom edit handlers).

Rely on the access handlers of the edit link, instead of relying on the manage display permission
