Modules display results regardless of settings

Problem/Motivation

We use H5P Quizzes to assess users' learning, but don't want to display the answers. We use the Module setting "Do not display results at the end of the module." to hide them, but it's suddenly quit working.

Steps to reproduce

1. Create a training.
2. Add a module.
3. Check the "Do not display results at the end of the module" checkbox.
4. Create an SCORM Activity in the module.
5. Take the training, and the quiz.
6. Check the "Next" button.
7. There are the results!

I had compared it with the issue #3240136, but the permission 'View Module Results' is given to Admins and Content Managers while 'View Own Module Results' is given to Learners. Unchecking that permission will show a 403 (Access Denied) when the user tries to go to next activity.
