Regions go "missing"
I have this problem on several different installations. All are current D9. Some are managed with Composer, some are managed from within Drupal. I am using the latest update of W3CSS but the problem is present in previous versions.
I have a Content Type of "Front" which is used at various points within sites as the front page of the site and as the front page of sections. Each page has, of course, its own name and URL.
When I create the first example, I can add blocks to all the regions that appear at Structure>Block Layout. This is more than 20 regions.
When I create a second example, blocks added to most of the regions do not appear.
If I look at "demonstrate block regions" I find that most of the regions are not shown.
In fact, these are the only regions that appear: Primary Menu, Highlighted, Page Title, Breadcrumb, Left Sidebar, Content, Right Sidebar, Footer First Container, Footer Second Container, Footer Third Container. Although page-width region is displayed below the footer containers, it is not named.
This is only 11 regions.
There are two things:
A.
1. In the first instance of this content type, blocks appear in all regions.
2. In second and subsequent instances, blocks do not appear in all regions.
3. This is the case where blocks are added to some regions that are in use in the first instance.
4. This is also the case where blocks are added to some regions that have not been used in the first instance.
B.
Sporadically, blocks added to regions that show in the "demonstrate block regions" display do not appear in second and subsequent instances.
