The icons are not displayed when editing the CKEditor settings at /admin/config/content/formats/manage/wysiwyg (with "wysiwyg" being the machine name of your formatter.
This is due to the icon url not having a / between the base url and the path: https://www.mysite.commodules/contrib/anchor_link/js/link/icons/link.png
When I look at other plugins, they do not have an absolute icon url.
Solution: use relative instead of absolute urls: /modules/contrib/anchor_link/js/link/icons/link.png
