PHP error on installing a site from config

Problem/Motivation

When trying to install a site which is using Taxonomy Term Revision from config, the installation fails with a PHP error:
Call to a member function setHandlerClass() on null

Steps to reproduce

Create a new Drupal site, install this module, export the config, drop the database and try to install the site from config.

Proposed resolution

Handle the PHP error correctly.

Remaining tasks

Create a patch and test it by the community and maintainers.
