I still think this is a good idea, but let's close this until we have a concrete solution or PR to talk about.
It would be nice to support a higher level organization of quick forms for sites that might have many many quick forms created and/or enabled from other modules. Quick form "categories" or "tags" comes to mind but perhaps there is a better name for this.
These categories could be used in the menu and list of quick forms.
This might require some additional methods on the quick form plugin interface. Perhaps there is an existing "categorizable" interface we could use.
Hard coding the category is one option, but if quick forms were config entities then the category could potentially be modified by end users as well.
