Error uploading image file to webform

Hello, I am getting an error message when I try to upload an image file to a webform as an anonymous user. It works fine when im logged as admin, but when I try to submit the form as an anon user I get the following error message and I am not able to upload the image file.
Error Message: "An error occurred while attempting to process /form/user-signup?element_parents=elements/photo&ajax_form=1&_wrapper_format=drupal_ajax: Cannot read properties of undefined (reading 'extend')"

I tried changing the permission settings to make sure anon users have permission to upload files but it's not working. Thanks in advance for any help or advice you can offer me.
