Add option to open a Title link in new tab

When configuring the title formatter options, it would be nice to have a checkbox to enable opening the links in a new tab.

Adding a new field to the TitleFormatter.php settingsForm to enable this functionality via viewElements

Adding the target_blank field to the mapping on manage_display.schema.yml would be enough.

TitleFormatter will shortly be altered to derive from StringFormatter. The only difference will be the option to wrap in a configured HTML tag.

StringFormatter does not have an option to open in a new tab, so I'm afraid we won't have one either.
