Closing 1.x issues as won't fix, that version is no longer supported.
With Drupal 9.2 the core patch that this module makes no longer applies:
#2241865: Do not create a new file entity in order to overwrite an existing entity → : https://www.drupal.org/files/issues/2241865-50.patch →
It appears this has been fixed in #3223209: deprecate file_save_data, file_copy and file_move and replace with a service → and will release with Drupal 9.3.
