The test coverage is a little bloated by the existence of SchedulerUiTrait::createEditorialWorkflow(), which is almost entirely superseded by ContentModerationTestTrait::createEditorialWorkflow(). We should adopt the core trait and make whatever changes to the workflow are needed.
