Problem/Motivation

Enforced configs appear to be written on every page load, but that's probably not wanted.

Steps to reproduce

  1. Enable config_enforce_devel
  2. Change an enforced config in the front-end
  3. Observe that it wrote the change to disk
  4. git reset the affected config file
  5. Reload the website
  6. Observe that the change had been written to disk again.
