Release 8.x-1.0-rc5, consider moving to Semantic versioning

Problem/Motivation

I would like to plan for an RC5 release, however I want to also want to track to make sure that there is enough to make the release worth while.

I would also like to raise the consideration to move to Semantic versioning. See: https://www.drupal.org/node/1015226#semver-transition → and https://www.drupal.org/node/3108648 → . We may need to support an 8.x-* version for a while in parallel for those who may be using this on older sites, but I think this move will bring us inline with where contrib space is going. I suppose this also includes when or if we should consider a 8.x-1.0 stable release at the same time.

Proposed resolution

@SebaZ mentioned in #3225888 🐛 RouteEnhancer::enhance() needs more type checking on passed term Fixed Wanting to move that issue to stable.

This issue, #2758201 🐛 Views permissions not respected by TVI Needs work has been hanging out for a while and would be good to see get included in this one.

Not sure if there are any other wish list items that should really get into a stable tag now.

1. Identify items to release
2. Set an ideal release date
3. Discuss versioning and derive move forward plan.
