It is currently supported to mark a profile type as being a "customer" profile type. This way a site can use different profile types for billing and shipping information. However, in the Billing Information checkout pane, the profile type used when creating new profiles is hardcoded to the default customer type.
There's probably other places in the code where this is the case, but let's make a start here. The profile type to use should be configurable via checkout pane plugin configuration.
