Drupal 8.8 intoduced the new API which was meant to replace Config Filter. Modules which used to depend on Config Filter slowly use the new Core API and don't depend on Config Filter any more.
Some users may not be aware that they don't need Config Filter any more.
Upgrade Config Split from 1.x to 2.x or Config Ignore from 2.x to 3.x
Add a warning in hook requirements when there are no modules depend on Config Filter.
Add a message to the config import when no filter is used.
